Development status of industrial wastewater treatment industry in China this year

Papermaking, chemical, textile, iron and steel industries are the main sources of industrial wastewater discharge. According to the statistical data, in 2012, China's industrial wastewater discharge was 22.16 billion, of which papermaking, chemical industry, textile and steel accounted for about 48% of the total, becoming the main source of industrial wastewater discharge. At the same time, these four industries are also the places with the most concentrated wastewater treatment capacity.
According to the data of the Ministry of environmental protection, the total amount of wastewater discharged in 2012 was 68.43 billion tons, of which the industrial wastewater discharge accounted for 32.4%, a decrease of 14.7 percentage points compared with 2002. In recent years, under the joint action of China's active implementation of policies such as eliminating backward industrial capacity, promoting industrial restructuring, strengthening energy conservation and emission reduction, as well as the continuous improvement of production efficiency of enterprises, industrial wastewater discharge began to show a slow downward trend after the peak in 2007, but the amount is still very large. The actual discharge standard rate and reuse rate of industrial wastewater are low.
According to the Ministry of environmental protection data, in 2010, China's industrial wastewater discharge rate reached 95.3%. However, the Environmental Status Bulletin still shows that the water pollution in China is still relatively serious, and the water environment situation is still very serious. At the same time, according to the investigation of the industry authorities, in fact, many industrial wastewater treatment facilities are in abnormal operation state, the situation of unlicensed sewage discharge, illegal discharge and excessive discharge is common, and it is quite serious in some areas. We believe that due to the problems of imperfect operation and service system of industrial wastewater, inadequate supervision and statistical limitations, the actual discharge standard rate of industrial wastewater is far lower than the statistical data. In addition, statistics show that the reuse rate of industrial wastewater in China was 85.7% in 2012, but the report "China thirsts for water resources" released by Dow in the same period pointed out that the reuse rate of industrial water resources in China was only 25%.
"2014-2019 China's industrial wastewater treatment market situation and investment prospects report" points out that: China has started to treat industrial wastewater more than 10 years ago, and has continuously increased investment, and most industrial enterprises have also built wastewater treatment facilities; at the same time, the state has implemented the pollution discharge permit system, requiring enterprises and institutions that directly or indirectly discharge wastewater to the water body should obtain sewage discharge licence. However, due to the low cost of illegal activities, inadequate supervision and lax law enforcement, the phenomenon of illegal discharge by industrial enterprises and serious environmental pollution still occurs frequently. The waste water pollution incident has aroused the continuous concern of the public opinion, and will further become the catalyst for the government to issue more stringent treatment policies and measures.
A total of 41 emission standards for pollutants from textile and paper industry were added, and some of them were revised from 2008 to 2013. The new standard has tightened the discharge limit of water pollutants, which not only reflects the new requirements of wastewater pollution discharge control, but also indicates that the demand for upgrading industrial wastewater treatment standards will be further increased. In addition, in 2013, the State Council issued the circular economy development strategy and short-term action plan, requiring that the reuse rate of industrial water should be increased by at least 4.3% during the 12th Five Year Plan period, which will further enlarge the demand for industrial wastewater treatment and transformation.
The third-party governance is gradually approaching, and the transformation of pollution control mode brings new opportunities for the development of the industry. The third-party environmental governance refers to that sewage enterprises sign contract agreements with professional environmental service companies, pay for the purchase of pollution reduction services, so as to achieve the goal of meeting the discharge standard, and jointly supervise the treatment effect with environmental protection supervision department. The third-party treatment mode will change the long-term decentralized and inefficient pollution control mode of "who pollutes, who will manage". By "professional people, doing professional things", it will improve the efficiency of pollution control, reduce the cost of pollution control and environmental protection supervision, and play a positive role in promoting the development of industrial wastewater treatment. According to the incomplete statistics of Zhejiang Provincial Environmental Protection Bureau, after the specialized operation of enterprise pollution control facilities, the standard discharge rate can reach 70% ~ 80%, and some even reach more than 90%. Compared with the operation of pollution enterprises themselves, the compliance rate is increased by 30% ~ 50%, and the operation cost is saved by 10% ~ 20%.
Third party environmental governance is expected to gain policy support: according to relevant media reports, reports such as "third party treatment of enterprise environmental pollution" have been reported to the State Council for discussion to introduce relevant policies and measures. In addition, according to Luo Jianhua, Secretary General of the environmental chamber of Commerce of the all China Federation of industry and commerce, a national environmental protection fund will be set up in the future to promote the third-party treatment of industrial wastewater by providing low interest and long-term loans. We believe that the promotion of the third-party treatment mode and the transformation of pollution treatment operation mode will further strengthen the industrial wastewater treatment market.
Industrial parks may become a breakthrough point for third-party Governance: at present, there are more than 1700 development zones at or above the provincial level approved by the Ministry of Commerce of the people's Republic of China, and the number of industrial concentration areas at or below the municipal level is more than 5000. Industrial Park has become one of the main carriers of China's industrial development and an important platform for the prosperity of regional economy and the promotion of industrial modernization. However, due to the complex composition of wastewater, the difficulty of treatment, the complexity of treatment technology, and the loss of supervision and other reasons, the industrial park, which was originally regarded as the booster of local economic development, has gradually become a pollution accumulation area. The phenomenon of direct discharge and illegal discharge of wastewater from time to time has brought great pressure to the local water environment, and more effective treatment is imminent 。 On the other hand, the industrial park has the characteristics of large amount of wastewater discharge, concentration of pollutants and easy realization of scale effect, which makes it equipped with professional pollution control conditions. Therefore, we believe that the industrial park is expected to become a breakthrough of the third-party pollution control, and bring new opportunities for the industrial wastewater treatment market.
Industrial wastewater treatment is expected to become the core content of "water ten principles", and the industry may meet the golden development period. The "ten water regulations" have been submitted to the State Council for deliberation. According to this, Luo Jianhua, former Secretary General of the environmental chamber of Commerce, disclosed to the media that the "ten water measures" plan will eliminate inferior class V water, and the time will be advanced from 2020 to 2017. The industrial wastewater treatment will be one of its core contents. The treatment investment is divided into two parts: the "three simultaneous" investment of new projects and the investment of wastewater treatment technology transformation of existing enterprises. The "ten water policies" will strongly promote the treatment of industrial wastewater pollution, a new round of investment boom will start, and the industry may usher in a golden development period.
